hi , can a 36w t8 starter be used with an 18w bulb?

In most cases yes. The bulb might be overdriven, or the ballast may adjust and drive it normally. It depends on the ballast.

Not much info available on Arcadia. I couldn't find anything anyway. Maybe contact them direct and see if you can find a tech support person. I think it will work, but that is just a guess. Sorry...
