Steel stand pretty rusty after 15 years

Any recommendations on how to stop/slow down rust on my stand? I've thought of marine paint, but is there anything better?

Naval Jelly works very well to dissolve rust..
Follow that up with a nice coat or 2 of enamel paint or other finish..

Thank you. I am in a country where this isn't sold, so will look for something similar. Amazon won't ship this here or else I'd just order online.

There are numerous "Rust dissolvers" but you can always just use vinegar and scrubbing with a metal brush/sanding with a flap wheel,etc...) and just coating with a good quality enamel paint intended for metal..
Even just hit it with a rusty metal primer and then paint after..

Thank you. I did manage to find a generic rust dissolver, so when it arrives I will give it a shot.
