I've never seen them in the trade, most people collect their own. I've kept the common sticklback, Gasterosteus aculeatus in temperatre marine tanks. Pretty hardy, but I did have problems with the females becoming egg bound.
Spinachia - the fish in your link only comes from Europe, and I think I heard that they are becoming scarce due to habitat destruction.

Gulf of Maine Marine Life Supply Company carries three-spine sticklebacks. They're really more of a scientific specimen outfit than a pet store, so they don't have a conventional price list. If you email them, they can quote you a price on a given number of sticklebacks, shipped to a given address. Like the rest of their livestock, the sticklebacks are native to the coast of Maine.
 
Watch out when dealing with there little buggers. I get them in my cast net occasionally and their spines pack a punch if they ***** you. Its either a chemical they possess or the slime on their body but whatever it is, it will leave your hand burning. They're crappy bait too.
