stocking a FOWLR 65G

at the moment i have a 65Gallon (240L) and i am getting ready to stock it, and i want some ideas, i will be upgrading to a 170G tank in about 2 or 3 years, so hopefully this will allow for some larger growing fish.. all fish will be bought as small as possible.
i really dont want small fish... instead having maybe 3-5 small fish that grow large and have a small school of chromis.

i love angels (not dwarfs), black and white heniochus, harlequin tusks, tangs, and eels...

so can i get some ideas?

i was told a small emp. angel, 2 black and white heniochus, a snowflake eel and about 5-10 chromis would be fine till the upgrade... however i know that responses vary widely between people.

saying your going to upgrade and doing it eventually are two different things. if you have the money and know you can later upgrade, i say do it. but if your strapped for money dont.

i just added a small emp angel to my 80g tank, it is about 4 inches or so. i have it with a humu and clown trigger. it is truly a beautiful fish! im amazed at it. i will upgrade in under a year to a 240 gallon.
