So I have a 50g tank with 20g Sump just had an ich outbreak which killed the few fish I had so I am leaving it fallow for 9 weeks and it has been fallow for 3 already so I want to purchase one or two fish to go through 6 weeks of quarantine and finish with that around the same time that the fallow period is done with. Please give me suggestions/advice and an order on which fish or two to quarantine first (10g barebottom)
Currently I have some coral, chocolate chip starfish, and 2 peppermint shrimp.

Here is what I want to stock:

Royal Gramma Basslet
Lawnmower Blenny
Midas Blenny
Green Mandarin
Flasher/Fairy Wrasse (1 or 2)
Purple Firefish

Can I add anything else? is this too much? Any personality issues or otherwise?

I doubt you will have the chocolate chip and coral together for long.

The green mandarin will likely eat all the pods in a 50 gallon, I would expect.

+1 on the mandarin depleting the pod population. Id start up a fuge if you plan to have one. And what he said... Choc Stars will eat all your coral.

Id say its a nice list to start but Id hold off on the mandarin.

Mandarin will eat all the pods then slowly die. Even an established 50g (a year old or more) is still too small for a mandarin. Unless, of course, it eats frozen or some other prepared food.
Chocolate chip is not reef safe (coral safe to be more precise).
Two blennies is also asking for trouble in such a small tank.

Yeah the chocolate chip hasn't gotten near any yet. Once it does I'll drop it in the sump refugium. If I wanted to maintain the pod population how often would I need to supplement? I would rather supplement then leave the mandarin off the list. What would be a good/active replacement for the lawnmower Benny?

Agree with everyone here, 50G is not going to sustain a mandarin (or dragonet) of any sort in the long term. And for flasher wrasse I hope your tank is well covered they are jumpers.

I have a 56g tank with very similar livestock:
Royal Gramma Basslet
Midas Blenny
Purple Firefish
2 OC Clowns
Blue/Green Chromis

You may want to consider adding a chromis to the mix of your list. If you are trying to vary colors it is one you dont have and they are inexpensive and easy to keep.
Good luck!
