Stored water turnes yellow

When I make my new 20gallons of water it is crystal clear and blue. I am using a brute trash can with a lid on it. After I let it sit, it looks yellow and dirty. Does this happen to everyone else? When looking at it I don't feel like using the old water. Should I throw a bag of carbon in the trash can?

What kind of salt? Some have organics.

Have you cleaned the brute trash can with vinegar prior to using? What type of salt?
