strange voltage issue

Im having an interesting voltage question. I was feeling stray voltage in my tank and assumed the heater, so I replaced it, and then replaced it again. But now, it seems as though the only time that the voltage goes away is when I unplug my lights. They arent touching the water in any way, neither is the cord. So what do you all think is the deal, and is there anything i can do. Electricity is a mystery to me, all I know is how to glue wood together to make it sound nice.;) Any help is appreciated.
 
Do you have a volt meter? If so unplug everything. Then plug pumps in 1 at a time until you find the source of power in the water. Stick 1 lead in the tank and the other lead in the ground hole of the wall or your power strip ground. Make sure the power strip has a ground prong plugged into the wall.
 
What type of lights? I have T5HO with individual reflectors and was getting a buzz anytime my arm brushed against the reflector while my hand was in the water. Seems the T5 fluorescent lamp induces voltage into the reflector and if you touch it and the water at the same time, the voltage differential will equalize in the form of current through or along your skin! Solution was to ground each reflector.
