Stressed fish

Hi all, I 'am trying to sort out a ongoing issue I have with my fish they keep getting peppered with white spots which I think is stressed related. I have a 600ltr tank with a 150ltr sump 5000ltr per hr tunze return pump one tunze 6095 power head and one other power head. I test for PH, Ammonia, Nitrite, Nitrate, Calcium, salinity, Alkalinity, Phosphate. I have also had these test done at my lfs and all come back good except for high Phosphates between .16 and .36. I currently have my fish in my QT tank with little flow no skimmer and no lights apart from natural light within 24Hrs they Improve 100% and the water test show the same result. So I'm not sure where to go from here apart from starting fresh. Can anyone give me any suggestion's? please check out my album for a rough idea of my setup.
 
I have a Kole Tang that gets ick all over him at times.. None of my other fish have ever gotten it.. In my experience as long as the fish in the tank have a good variety of foods and are eating well he always kicks it and is spotless for a while.. I feed pellet food soaked in garlic every couple days.. I also feed frozen brine and mysis and every 3-4 days I give the fish some seaweed..

Sounds like it may be cryptocaryon (marine ich). Do you have pics you could post to confirm? If it is crypt, you will need to remove all fish for treatment in dedicated hospital tanks and let the main tank run fallow (fishless) for a minimum of 9 weeks.

+1 The only permanent solution. Ich will not behave so well indefinitely; it has ruined the hobby for many, many folks.
