I am not very experienced in EE, but I would expect the mode of damage was thermal overload of traces/wires/caps in portions of the ballast or fixture. If you don't have the knowledge and equipment to troubleshoot the circuits, then your best bet is probably to test the fixture with another ballast and swap it in if the fixture is still good.
