No, not needed, every sandbed tank I have ever had always had a BB fuge. This made cleaning easer, plus it keeps sand out of my return pump.

i've always used sand in my refugiums, about 3-4 inches worth, but ive also seen a few people go BB, it all depends on personal preference. since you are asking if its needed, no, it isn't, it's all up to you.
