suggestions to reduce nitrate in BC29 needed

I have a BC 29 HQI that's been up and running for several months now. I have a steviet media rack (chemi pure elite and purigen) and fuge rack in the middle chamber with a JBJ LED light on reverse from my main display light cycle. I've bought 2 clumps of cheato and each has withered away after a few weeks. I've given up and been cheato free for the past few weeks now. I'm doing ~4 gal water change once a week.

My nitrate always seems to be hovering around 5 when I check it before water changes. I didn't see much difference when the cheato was in there but I'm not sure it ever was happy and growing and doing much nitrate reduction.

Any suggestions on how to try to reduce my nitrates more? I have a few pieces of SPS that are alive but not thriving currently.

Is there a different kind of macroalgae that might do better than the cheato? Any other suggestions would be greatly appreciated.
