Sunlight Supply 400w HQI problems

Anyone know what would cause a ballast to start a bulb not not allow it to completely fire up. The bulb just stays dim. I'm on my second 400w HQI ballast from Sunlight Supply. The first one came from factory like this, the second one worked for three weeks. Is this a capacitor issue? Anyone have any idea? Thanks!:)
 
I had the same problem with a PFO and the tech rep ran me through the wiring and we found the capacitor was wired wrong. So on the phone they helped me rewire it. Or it can be a bad capacitor.

Thanks mbunaman! I wonder if they got a bad line of capacitors.
 
What kind of ballast is this? I work for Advance and Sunlight is one of our customers, just talked w/them on Friday. I know we had some bad caps that they wanted to return to us. LMK.
 
It's a bluewave 3 400w HQI ballast.

Edit: I also posted this in Sunlight's forum and contacted my LFS where I got it.
