Surface scum

Hello, everyone! I need some advice from you guys...

I keep getting this crud building up on the surface of the water. I had a surface skimmer built to go around the pump (which leads into a HOB refugium with a small skimmer on it), but it still doesn't seem to be working. It looks like the crud is mostly diatoms and algae and my gobies and coral (mushrooms, blastos and xenia) seem to be doing just fine. Still, it's a sign that something has gone awry, even though my water params are all within NSW range. Should I put a powerhead in with the nozzle pointed up towards the surface, or will that add too much flow? I only have 2 Maxi-jet 600's blowing across the back of the tank behind the live rock (It's a 36-gallon bowfront tank). Would a cannister filter help? It's a fairly new tank, so it may just be new-tank-syndrome, but I thought I'd ask you if you had any suggestions.

Any advice would be greatly appreciated!!!
