tank empty for 4+ yrs--trust the seals?

My 75g tank is leaking and I must make a decision quickly. I have a 125g RR tank that has been sitting empty for at least 4 yrs. It has never held water. I am considering setting it up now, but I have heard talk about silicone seals drying out over time and weakening.

Do I have any reason to be concerned about about a tank that has been empty for years?

Silicone will be OK but if it has bulkheads I would replace their packings, the tend to become brittle but the best way will be to test it by filling it with water and wait a couple of days.
