if it's just a glass tank, it's not too hard to razor-blade out the old silicone and redo. don't touch the silicone inside the joints that's holding the panes together, just the bead that's providing the continuous seal. a plastic spoon works well for smoothing out the bead.
one side is blown out so it all has to be redone, if it was just the inner seal i would do it myself, i just don't trust myself to do it with 3/4" glass from a total breakdown with primary and secondary seals on an eight foot long tank
