Tanking in an Orphan- 65

So.....A friend from work has opted to take an international position and I just became the proud daddy of a 65 FOWLR system. Though I was planning on getting back into the hobby since moving, I was really thinking a nano but w/e. Nice jump start back in.
Got it moved and setup over the weekend and now I need to get started.

Tank: 65
Sump: 15g
Lights: Coralife 192W

Tanks full of LR and has a 2-3" SB.

Livestock:
Yellow Tang
Blue Tang
3 Green Chromies
Coral Beauty
2 Clowns
No big CUC but there are a few blue and 2 scarlets hermits that I have seen
1 peppermint shrimp.

Did tests last night and of course NO3 through the roof even after a 20%WC.
Saw a few Aiptasia :eek1: , but not rampant.
No skimmer or other equipment except for a HOB Canister (might be a Magnum).
Only noticeable issue is that the Aqualight PowerCenter won't turn the daylights on.

I'd like to get this tank healthy as fast as possible. I'm definitely willing to take the tank reef. I want any equipment I buy to transition over to a nano possibly in the future but who knows, I might get hooked (again) and keep it or maybe even size up rather than down. Limited size under the tank and I don't want everything sprawling since already had to convince the wife.
Previously setup for over 2 years.
Where to start?

Thoughts:
1. Need to get the nitrates down.
2. Feel like I could pull some nogg with a straw. Thinking a mce600 in the sump should work nice due to the special limitations.

. Those two are a HUGE load on the tank plus, they both need a bigger tank.
