I have question about uv .. does the uv make the nitrate ( NO3 ) levels go to less ... ......coz the bacteria will be died ????

UV has two main purposes. Clarification of the water and cleaning the water of bacteria and disease. Not really sure about it lowering nitrates. Maybe someone else can chime in that will know.

It just rids of bacteria and algae's that flow through it. It does help keep ich levels down also.

so. what the way to remove the nitrate ( NO3 ) or make nitrate ( NO3 ) levels go down

Water changes and macroalgae such as Chaetomorpha or Caulerpa grown in a refugium. Also cutting back on your feedings can help.
