The wait is driving me crazy

so about 3 weeks ago I finally had the time and money to set up a new tank. I bought the tank, stand, 55gallon (i know a narrow tank-i love them)hood, pumps, filter, skimmer (css120), heaters, RODI, and other misc items I didn't have with my nano. I had about 25lbs base rock and bought 38 lbs freshly cured rock. so this all has been in the tank for about running for 1.5 weeks and the cycle has seemed small. (I cant remember how long the cycle was with my nano) couple questions since my Ammonia nitrates and nitrites are all at 0ppm

could the cycle really be done? (I haven't seen the alge blooms yet but I am only using floruscent lights not PC's or MH)

Is it too soon to start adding clean up crew and small fish?

If it was really cured then it's possible that you won't have a noticable cycle. It's probably safe to add a small clean up crew. I guess you could test it by putting in a very small piece of dead shrimp and you should see a bump in the nitrates in a few days. Then you'll know you have the needed bacteria and are good to go.
