I am too but I don't believe it has anything to do with po4. It is a bacteria not an algae and that makes me think I need to add bacteria to out compete it. Just my 2 cents

There is plenty of reading out there. Some papers are a little rough to read but there's lots of info with relation between cyanobacteria and nitrate and phosphate. For the easier to read stuff look for articles relating blue-green algal blooms to fertilizer and sewage. There have even been studies of the use of cyanobacteria for the removal of nitrate and/or phosphate in water treatment.
could there be a rusting magnet or random part somewhere in your system? Another thought I had was could your flow pattern be affected or changed by a pump aging or new growth or shifted live rock? hope it gets better fast man.
