Transfer from 36g to 55g

So I have a pretty bad tank that I've kinda neglected on husbandry over the last 6-8 months. Reasons why aren't important but it was on a 36g bowfront tank. I do not have a sump; only a canister (Fluval 206). I have read that those are nitrate factories and thought that I would be able to keep up with it. I was WAYYY wrong. I have since purchased a 55g with a wet/dry trickle. So I have a couple questions to this. I have about 90 pounds of live rock in my 36g. I want to reuse that in the 55g. Do I need, or should, I scrub/cook/whatever else can be done for rock before I put it in the new tank? I'd really prefer not to have to do another cycle. I do have 3 fish, clown, lawnmower blenny, six line, that once I get it up to temp I could just acclimate like normal. I know I am not supposed to use the same substrate, and that I am ok with. I will buy new. Caribe Sea aragonite is the plan. Also should I use any of the existing water? Params are ok with the exception of NO3. It is through the roof. Ammonia 0, nitrite 0, pH I don't remember but it wasn't high nor low.

And a question on the wet/dry. I'd like to convert it to a sump or fuge but not totally sure how to do so. I tried Googling the model (Oceanic model 75) to see if anyone else had done something similar but didn't really see anything helpful. I'd also like to add an ATS in line. Do those come before or after the sump/fuge? Or do they really take the place of it altogether?

I am fairly new to the hobby. Its been around 2 years since I started my existing tank.
