tubular skylights in temperate climates

I read a thread by a reef aquarist in Arizona who was having good success growing corals using the tubular skylight brand Solatube.

I am considering setting up a 125 gallon tank in my garage and using tubular skylights to light it, possibly in conjunction with some sort of MH and/or actinic florescents. My problem is I live 30 miles from the coast in Northern CA where we get a fair amount of fog, and about 35 inches of rain in winter.

My question is: has anyone had success growing SPS using tubular skylights in climatic zones where there are often clouds?

I live in Thousand Oaks, which is a lot sunnier than your area and I doubt a solartube would be enough to grow anything more than low light corals. I base this off the amount of light in my bathroom which has a 12 inch solatube. I get about 4-6 hours of substantial light, and maybe 1-2 hours on either end of decent lighting, but it is nothing like my halides.
