Tunze Osmolator 3155

I've got a Tunze Osmolator 3155 hooked up to my 75 gallon with a 10 gallon aquarium for top off. I've got 2 problems:

1) After the 10 gallon gets down to approximately 1 inch of water which i assume is probably still close to a gallon of water the pump turns on but will not pump any water. Is this normal??

2) After I get to that point where it is not pumping anymore water the pump will stay on either constantly or it will turn on every 2 minutes indefinitely without adding water. I had thought one of the features of the controller was that when the top off tank got too low it would stop trying to fill? Do I have a bad controller or is there something I'm missing?

try turning the pump upside down while in the water and pumping... bet there is an air lock that can be removed and then it will function normally again.
 
No its not that. When i refill the tank again it continues working normally. It only acts up when it gets down to that 1"/gallon of water point. When it does get there though, the pump would literally run until it burned out if I weren't home every time to turn it off until I refill the top off. I guess the thing I don't get is the part where the controller is supposed to turn off until the top off reservoir is refilled so the pumps can't burn out, mine does not appear to be doing that.
 
If the pump is at even a slight angle it will be sucking air when the water level is this low. The pump will turn off after approx ten minutes continues operation, this is the only feature in this part of the system.
You need to top up your reservoir sooner before it gets to low.
 
The pump is planted right on the bottom of the 10 gallon tank. I've got both the water and power tube mounted to the wall so it cant move either. Not to mention the water level is still approximately halfway up on the pump still when this is happening with the inch of water that is still in the 10 gallon.

I hooked up an old pump and tested it before I posted this thread, it will literally continue to run for hours without pumping any water. It will run for about 2 minutes straight then turn off for anywhere between 10 and 30 seconds and turn back on for 2 minutes again. I let it do this for about an hour.

I have the same unit at my office and this feature works properly on that one, for instance this morning I came in and the low water light was on, the pump was off and after adding more water it kicked in doing what it normally would. After replacing the pump at home it appears that it wasn't that could it be a controller issue then?? If so how do you get that repaired or get a replacement??
