Turn Over Rates/ Sump Rates

On a system with a sump, what should be the rate at which the water flows through. I have heard that the sump should be running at about 3-5 times that of the display's.

What is the rule on this?

There is no real rule, 3 to 5x is generally good for lower noise and around where the volume that a skimmer can handle. Tank turn over suggested 20X min for softies and around 50X for SPS, really depends on your set up what works good, you can get by with alot more or less then the suggested depending on your setup. Main thing is don't let stuff settle and dont let stuff get blown to hell.
