typo - Blind puffer, need advice

I have a 150 gal FOWLR tank with a a 6-7 inch long dog face puffer. He stopped eating for a while and just hung around on the bottom of the tank.

After some luck following advice from SDhky to soak food (whole shrimps), in garlic I got him to eat, I had the shrimp on a long stick and held it right up to his mouth and he ate away.

Only problem, it seems that he's blind, he doesn't eat if I don't hold the food right up to his mouth. He doesn't swim irradically but I have been watching him in the tank and it does seem that he runs into rocks. His eyes seems clear and are not cloudy, but I definitely think he's become blind.

Advice?
