There can be different ORP zones (micro-regions) within a tank. Where nitrification is active, the ORP will be high; where denitrification is active, it will be lower.

A solution that has more oxidising agents will have a high ORP. The most common oxidizing agent is oxygen, so oxygenated water tend to have high ORP. O3 is a stronger oxidizing agent than O2, so ozone raises ORP.
