No idea but I've ssen it before while scuba diving at 80 feet.
I wanted to grab it but didn't have anything to put 'em in.

That's an extremely tiny juvenile banded urchin: Echinothrix calamaris (or a closely related species). If you're able to feed it enough it'll grow into a black monster with needle-sharp, mildly venomous spines.

I always get these guys stuck in my knees while diving.

awww... sounds so pleasant.
It is pretty and cute though. Personally I would get rid of it. Dose not sound like something I would want In my tank.
