UV Sterilizer

I know opinions vary when it comes to a UV. But most people do seem to agree that a UV can be effective at preventing the passing of Ich/parasites to a group of tanks sharing a common sump if put on the return line. For the sake of argument, we're just going to assume that the flow is adjusted correctly and the bulbs are changed regularly on this setup. So, given those assumptions, will a UV also kill Flukes, bacterial diseases, etc. as well?

for a uv to work right and to be 98% effective the water must be passed over the light very slow
like one for a 400gal tank the water can not be passing over the light any faster then 400 gal per hour
this is for the nicer units like emperor and they produce quality products that are found in some of the wholesalers in the area
