Weld-on 16 cure time?

Is 24 hrs. really necessary for letting weld-on 16 cure? I need to add a second bulkhead to my skimmer, and I need to glue it using weld-on.
 
If there is a chance of water making an escape I would cure 24 hours atleast. I generally let any project, especially a sump, that will contain water set even longer before I water test. Sumps I'll let set for a week with water in them full to the very top before using them.
 
for the solvent to fully evaporate out of the acrylic you should let it set for a good 48 hrs. ahd they dont recomend putting any pressure against the newly glued seam, like water, for at least 2 weeks. now with that said i have glued items like bulkheads and run them as soon as the glue it hard enough to not dent the glue with a finger nail. i dont recomend this but it should be ok it this application. your only gluing a bulkhead in. if it were a divider in a sump that had to hold back a wall of water than i wouldnt use it for at least 48 hrs not even in an emergency. JMO
