Looks to me like you are somewhere between 0.10-0.25. How much have Cupramine have you added thus far? If the level isn't where you think it should be, then it's likely that your substrate is absorbing some of the copper.

Something is very wrong here. Adding 6 mL should actually have you over 0.5 by now. I have a hard time believing your substrate could absorb that much of it. Any rock in the tank?

What I would do is double check your copper test kit against either a friend's or LFS. If they get the same readings as yours, keeping dosing until it hits 0.5 (or just slightly less). But you will then need to test daily, and be ready to do WCs to lower it once the copper starts leaching back out of the substrate. I personally don't like to see it go over 0.6, even though I believe the "toxic level" is higher than that.
I have that test kit and its only good for ball parking really or if you run exactly at .5.. However I run copper lower around .35 or .4 for longer. I have run qt for dozens of fish for around a year now and never test cu. I use this formula and a more accurate syringe for dosing and have been fine.
