What is on this tang's fins?

I got a dead fish on one of the shipments at work (not going to say where this is or who the vendor is, so don't ask). Notice that the fins were covered with little boils shaped like sesame seeds but slightly larger. I tried scraping them off but it appeared to be beneath the fin surface. Does anyone know what this is?

Could also be hemorrhagic septicemia. Interesting how it appears to be confined to the fins, and none on the body. Is that correct? Almost like "red" Lympho.
