What is this? Can someone please ID

So I came home from work today to discover my cowfish had some white buggars growing on it. It also has 1 cloudy eye. It looks like white lumps of fungus or something on him.

What is this? What can be done?

Maybe flukes from your picture. A freshwater dip could confirm and treat this infestation (immediate relief, but likely will not get them all), however I don't know if there are any special precautions with a Cowfish. Maybe another can provide some more information and insight.

Bacterial, fungal, and/or protozoan infections are strong possibilities as well.

Any other behavioral symptoms, like flashing (scratching, rubbing) or poor appetite, heavy breathing?
 
Not really any behavioral symptoms. Occasionally he has been rolling in Xenia. For whatever reason just does a barrel roll in the xenia. Not rubbing hard, or trying to get to the rock.
Still eats just fine, breathing is good.
 
Is it lympho? My dogface Puffer has similiar growths and eats fine and has normal behavior, has been through prazipro, cupramine and maracyn. Still has the little "cauliflower" growths. No treatmant I believe if it is lympho. Has to run its course.
