I believe it's a type of calcifying algae, this question might get a better response in the main board. Probably under new to hobby or marine plants and macro algae.
Neomeris seems to fit as most accurate. Some people like it, some seem to hate it.
I figure, I will manually try to remove it for now and keep on top of it. BUT if it grows so be it.
