What kind of Flasher Control to use with my VHO ballast?

I looked on my new VHO ballast (made by MagneTek) and the schematic shows that I have to hook up what they call a "Flasher Control." The ballast is made to run 3 VHO's with a total lamp length of more than 8 feet but no more than 18 feet.

Is this the same thing as a starter or is it something different?

What wattage should this Flasher Control be so that it is compatible with my ballast?
