What kind of leather is this?

I got it at an auction and they said it was a fingertip leather. Whats the scientific name for it?

Might be a sinularia.

Under the actinics, it glows really green.

Yeah, I'd say a neon green sinularia. I've got one that looks very similar to that.

Looks fine to me. The polyps aren't fully extended but other than that it looks ok. Give it light and flow and it's good to go.
