This showed up in the past two weeks. Any idea what it is?

Mmmm, red slime algae.

Is it bad for the tank? It looks like a blanket of velvet like material with bubbles under it. I'm clueless as to what it is.

Cyanobacteria. It isn't directly bad for the tank. Many tanks go through it in a stage initially during a newly set up tank. It can have an indirect negative effect by growing over corals and smothering them.

take a turkey baster and just siphon out as much as you can being carefull not to blow it around....it can spread pretty quick. water quality is a factor also, what are your params?
