I have found underwater epoxy putty at Menards and Ace Hardware. So I assume Lowes and Home Depot would also carry it.

Yes, I've bought some epoxy at Home Depot b4.

The three brands I've used and can vouch for are Aquamend (very popular), Loctite (usually found at Lowes and/or Ace), and Ace brand underwater epoxy (one guess where you find that). Ironically, the Ace brand is the cheapest and also my favorite.
