Which comes first sand or H20

OK all the plumbing is in and my new sump is in place in the basement. My display 120 gal flat backed hex is in the upstairs living area. Soooo here is my question. Do I place all my cleaned sand in the main tank first and then add the water or water and then the sand. Either way looks to me like it is apt to cause quite a bit of silot in the water. Any advice is appreciated. I've never done this on this scale before.
 
Put the sand in first. Then, lay a garbage bag over top of the sand while you pour/pump water into the tank. The bag will prevent a huge sandstorm from occuring. When the tank is full, gently grab one end of the garbage bag and pull it out of the water. That's it! :D
 
k9 has it right. That is the best way. If you have rock and other things in the way preventing placement, just start pouring water into a tupperware or something like it that is floating at the surface level. If you are holding the tupperware, it prevents a sandstorm also.
