White/bleach spots on dottyback?

I couldn't get a high resolution picture from my camera so I snagged this online, my fish has these same spots, its more dominantly on his right side, but its somewhat all over his body.

Eats, swims and acts extremely healthy since I've had him(he hangs out allot by the inlet of the water/overflow chamber of my 29g BioCube)

I've had the tank up approx a month and a half, 30lbs live rock. I've already gone through the diatoms outbreak and other cycling phases, I've got other snails in the tank and thats it; they look like bite marks, but hes had them for almost 2 weeks, although I haven't seen it getting worse in recent days, so I'm optimistic. I've also noticed his colors changed or dimmed kind of since I bought him, however it looks fine at night time. I have heard fish sometimes do change their color tone in day light hours, however the spots are abnormally weird, kind of looks like skin flake as well. Hes just been eating brine/blood worms/squid since I've had him, he's more of a "cycling fish" for my tank, altough my tank practically instantly cycled there were never any high or low nitrate/ammonia levels, still thus to this point almost 2 months in.

I'm planning on finding him a home once my tank matures more, I plan on just having a pair of clowns and thats it, but I really would like to get some input on this, as I'm not going to be doing any additions both coral or fish until I can at least see some clearing up on the fish.
