White bump on fish

My Percula clown that I have had for about 3 years now has a small white bump near it's top dorsal fin. What is it and how can I treat it? I do weekly water changes, and have never had this problem before.

These images are not the greatest since he loves to swim frantically along the front glass.

"Would a cleaner shrimp help? I had some problems with a few a year ago killing my clams."

Is the white bump raised skin? That is, does it look like something under the skin? Or, is it something on the skin such as a parasite? Have a close look and see if it moves around at all, has what appears to be segments/appendages, or parts that temporarily raise up. Almost looks like a parasitic copepod or isopod! Could very well be something else, the pictures are very difficult to make out. Best to have a long close look and provide a description with as much detail as possible.
