Had same problem about a month ago .I bought a short spine sea-urchin and a couple of turbo snails, the white fuzz is now gone. The sea urchin was the key for me

My tank is currently cycling and has been since 3 weeks. I am using the shrimp method. I too have this white fuzz all over my rock as described by the OP. I assumed that it could be because of the decomposing shrimp, but since the OP's tank is already established, I am not sure now. Hoping to find an answer here..

Thanks

You might try the methylene blue test. As I recall having read a few years back on this site, I believe fungus turns blue, bacteria is unaffected. If nothing else, it'll narrow your path forward.

I started my tank up with brs live rock, thought that this may have been something leaching from my rock.I tried scrubbing ,doubling my water changes, nothing worked .Adding the urchin made the difference,It has not grown back where the urchin has grazed . sure beats chemicals...good luck!
