White spider web on mangrove seedling?

Does any body know what that web looking thing could be. I noticed spots of it on the side of the plants and some on the roots of the plants that aren't planted. Good or Bad? is the plant dieing.

Is this it? if so its a hydroid. They have singy cells used for catching tiny prey. Dont think it bad for plants. the "web" in the picture is about 4mm across.
