White spots on Mandarin????

Just got a Mandarin today. There are white spots on his(it is a male) body and fins (this was not there 6 hours ago when I brought him home). I read that Mandarins DO NOT get ICK...... What is it? He is swimming around nicely, and I see him picking at the rocks with his mouth.. (I can only assume he is eating). Also, Like I said..he seems active! Also, he is excruding a white dust cloud out of his gills sometimes when he breaths (could it be dust/sand that he is eating when he picks at the dirty rock for bugs and stuff?????). Onc again, I am more concerned with the white spots...

Here is a pic.

Thanks for the help!

Looks like sand stuck in his mucas coating. Especially if it just appeared out of nowhere. They are very slimy, hence the myth they can not get ick. They in fact can but it is harder because of there heavy slime coating ;) Just keep an eye on him and I bet the specs will fall off by morning. His slime coat was probably increased because of the netting and transfer to your tank also.
