Sounds to me like an organic film. How is your overflow set up?
You need to get some surface action going pushing that film through your overflow.

This film will decrease the gas exchange between the air and your water so this problem really should be resolved.

could it be from not having good flow in the tank

Very possibly. You should easily be able to fix this problem by creating different water movement which will cause the surface water to be skimmed by the overflow.

i just did that . that should do it right . problem is that i have i penguin power head and another sweeper and i have a return from a mag5 from the sump but when i start moving them around i dnt get the flow i need around the tank. any advice?

LOL. If it's the same deflector as on the maxi's I'm sure I have a spare laying around. If you are a die hard DIY'er then you could cut a small notch out of the top portion of the outlet tube and then heat it up a bit and bend what's left up a bit. That would probably work as well.
