Why is it taking so long to cycle

Hello everyone...I have a question. I set up two ten gallon quarenteen tanks on march 28. Neither has cycled yet and I was wondering what to do. I have tetra pf 10 hang on filters that have the black bio spounge, a small powerhead and heaters in each one. I put half a piece of raw shimp in both tanks a couple days after i set them up. MY ammonia is off the charts and I'm barely seeing any nitrite and no nitrate. What should I do if anything??? It's been two months.

A half piece of shrimp in a 10 gal may have been a bit much. A lot of people will leave pieces of pvc pipe in the DT for a while, then move them to the QT to get it seeded. When the tank is off line, you can bleach the PVC clean and throw it back in the sump. I would clean up any shrimp residue, do a 30% wc and see what happens.
