Will polyp-less pieces of zoa mats sprout polyps?

I guess I should rephrase. I know they CAN, because I've seen polyps sprout from frag plugs I could have SWORN I left no tissue on.

But is there a method anyone can recommend for making this happen more successfully? I have some pieces of mat that I'd REALLY like to see grow.

Any suggestions??
