Will Popeye Go Away?

I have had a Lemark Angel in my QT tank for 4 weeks now with popeye and has not shown any improvement. The popeye showed up after having the angel for 1 week. I have treated it with Epsom salt and no improvement, I have API Furnan-2 on hand but don't think it will work since the angel eye (only one eye) is clear and she is eating very well. When I bought her she was very healthy looking and active, so when I brought her home she went right in the QT tank with no medications to settle in for a few days then start her on copper treatment to make sure she was not harboring any parasites. I have not done any copper treatment since she developed this popeye. My questions is do you think this popeye will go away on it own and can I treat her with the copper treatment to get her through this part? The reasons I have not done the Furnan 2 treatment is because she shows no sign of bacterial infections such as cloudiness,fungus and not eating or lack of not eating enough. My QT tank is a 20 gal tank with PVC tubes and a 8 - 1 inch ballon mollies I have to keep the QT going when the QT tank is empty of marine fish.
 
If the angel has had popeye for 4 weeks now and Epsom salt failed to improve it; I would be treating with antibiotics next. So, use the Furan-2. It's just the next logical step. Plus, an eye injured for that long and not showing any signs of improvement/healing is prone to infection IMO.
