Will these work?

I am new to the hobby, and i have a few questions about the leds I bought online on ebay. Yes, I am aware these are the chinese leds but I was wonderkng if someone could better explain to me based on the specs I have if they will be adequate for my 55 gallon (4ft ) aquarium.

I am a college student and I had to do everything on a budget but be as efficient as possible so I chose these on a spur of the moment.
