What is a good hardy wrasse (for a 40gal reef) to lightly control
an outburst of amphipods?

but if it's the "outburst" you're really worried about, it'll go away over time because there won't be enough food to sustain them all.

I have read in the forums that from time to time amphipods will
nibble off the lashes of zoanthids.
Ever see this happen?

Sixline, fourline or one of the smaller fairy wrasses might be a good choice.
FWIW my fishless 5.5g is crawling with pods, likely feasting on the phyto and frozen foods I add for the corals, and they do absolutely no damage. They're actually fun to watch; with no predators, the little guys get pretty bold and spend lots of time doing little pod things out in the open
