yellow finger leather wont attach

So I been trying to get this yellow finger leather to attach for about 2.5 weeks. This thing still has not attached, To night I figured it had been long enough and went to remove the rubber band that has been holding it to some rock, The sucker is now attached to the rubber band and not the rock?

It has good PE and even seems to show a very small amount of growth.

It is in high flow, should I try moving it to a lower flow area? It seems to like the spot its in tho.....

What I'd do is cut away any unattached pieces of rubber band, and if the leather is securely attached to a large enough section of rubber band, you could use superglue gel to glue the rubber to a rock. I'd choose a piece of rock/rubble with an indent; place the leather inside the depression, gluing it at the deepest point. That way, as it expands, its edges will be in contact with the rock and will very likely begin to attach within a week or so. If it's happy where it is, I wouldn't move it or reduce the flow unless you absolutely have to.
 
Just use Gel Superglue and glue it to a rock or to a frag and epoxy the frag to the LR. youtube has some fragin videos to help.
