Your thoughts on what this could be?

Let me start by saying I have not been able to get a pic, yet, but will keep trying...

I have a small male flame wrasse with a 'white, cottony growth' above his pectoral fins. Mainly on one side, but a slight amount on the other side as well. It appears very subtle, and very close to the skin, raised, but not like lymphocystis. There also appears to bea bit of it on both pec fins, and it is clear that it is on the skin where the fins touch the body.

He shows no sign of distress. Eats strongly, swims freely in the open and is very bold. He has shown the symptoms for two weeks now, it may have gotten a bit worse in that time, but not aggresively so. No other fish in the tank show symptoms.

A couple of things.

1. Again, not Lympho, I have dealt with that before, and pretty confident it is not.

2. I thought perhaps marine velvet. But this fish has been in a tank with copper treatment for two weeks. It is my understanding that Cu is the treatment, but I have not seen it subside, of course, I am not sure what the treatment period for velvet might be. Fins are not deteriorating.

3. Dont think it is a bacterial infection. It has not spread as one woudl expect in that case, nor does the fish seem adversely affected.

4. I guess that leaves a fungus, which I have no experience with. I have not been able to find any pics that are the same. What is the treatment for fungus in a DT with LR and sand?

So, I hope that is a good enough descrip till i can get some pics up.

Thanks for your help.
